Start thread at the eye and lay a base back to the bend.
Tie in a bucktail tail about one shank long with a few strands of flash and a couple of longer antennae strands.
At the bend tie in a strip of foam pointing rearward (to become the shellback and lip) and a length of Estaz.
Wrap the Estaz forward to just behind the eye to make a full body, adding rubber legs to the sides midway if desired.
Pull the foam strip forward over the top of the body as a shellback and bind it down behind the eye, leaving a short tab of foam projecting past the eye as the gurgling lip.
Trim the lip to a small square that will push water and make a wake.
Whip finish behind the lip, snip, and seal with a drop of flexible cement.
