Slide a 5/32-inch fluorescent-pink tungsten bead onto a size 8 Gamakatsu S11-4L2H hook and build a thread dam of purple 140 Ultra Thread behind it so the bead can't slide back; trim the tag.
Wrap back to about the hook point and tie in a centered bunch (~20 strands) of electric-blue Flashabou #6908; fold the rest back so all of it becomes the tail.
Take two or three spiral wraps around the base of the tail to stiffen it and reduce fouling, then trim the tail to about a hook length (or slightly shorter).
Tie in a length of small purple Palmer Chenille at the tail base to serve as the synthetic hackle.
Twist a slim rope of kingfisher-blue ice dub onto the thread and wrap a fairly uniform underbody forward to the bead.
Palmer the purple Palmer Chenille forward in open, evenly spaced turns (so the blue shows through), with two or three denser turns near the bead; tie off behind the bead and trim.
Build a small thread collar, coat the wraps with Solarez Bone-Dry, and cure with a UV light.
