Mount the tarpon hook and start the thread, wrapping back only to the hook point. Nothing on this fly is tied behind the point, everything from here works forward.
Match the tips of two marabou quills and measure a tail about one and a half inches long; tie the quills in at the hook point with a couple of tight wraps and trim the excess.
Bind the tail butts down, running the thread forward and back to keep a smooth taper with no bump behind the tie-in point.
Tie in the cord of the 15mm palmering chenille at the base of the tail, then advance the thread forward out of the way.
Palmer the chenille forward in close, non-overlapping touching turns all the way to just behind the eye, straightening the cord as you go; on the last turn stroke the fibers rearward and lock the cord with two loose then two tight wraps.
Build a thick, flat-faced thread head against the front of the body. This both secures the chenille and creates a flat, parallel platform for the eyes; whip finish and cut the thread (the tie itself is now done).
Glue a 6mm eye to each side of the flat head with a dab of gel super glue, pressing firmly until it holds.
Coat the head and eyes with epoxy or UV resin and cure to lock everything in and finish the fly.
