Start the thread a third of a shank back and lash the chartreuse dumbbell eyes on with tight figure-8 wraps, then cement; the eyes make the fly ride hook-point up.
At the bend, tie in a sparse clump of purple craft fur then black polar fiber to build the tail/rear of the baitfish body, roughly one and a half shank lengths long.
Add a few strands of copper flash along the sides.
Work forward in two or three stacked clumps of polar fiber and craft fur, packing each and stroking it back to build baitfish bulk.
Tie in barred legs at the sides with figure-8 wraps.
Build the head in front of the eyes, whip finish and coat the thread wraps with UV resin or cement.
