Mount the saltwater popper hook and start 210D thread at the bend.
Tie in a long, full bucktail or SF-blend tail one and a half to two shank lengths long.
Layer in a generous amount of Flashabou through the tail so it flares and flashes.
Whip finish the thread wraps and coat them so the tail bind is bombproof.
Slide the flat-faced foam cylinder head onto the shank up to the eye and glue it firmly in place with the flat face forward. That face is what makes the bloop.
Stick a 3D adhesive eye to each side of the head.
If fishing toothy water, coat the eyes and head seam with epoxy or UV resin for durability.
