Split the tail fibers extra wide. Wider than you'd normally go. Without hackle, the fly depends entirely on these outrigger tails for stability on the water. Use stiff fibers, splayed at least 45 degrees.
Dub the slenderest body you can. Use half the dubbing you think you need. The body should be almost thread-thin. Without hackle to hide behind, every lump shows.
Select two matched duck quill slips, concave sides facing in. Tie in upright with careful pinch wraps, then divide with figure-8 wraps. These wings are the dominant visual element. Take your time getting them right.
Build a very small head. 3-4 wraps. Whip finish. No hackle means nothing to hide a messy head.
