Start with the REAR hook. Lock thread in at the bend and tie in a full marabou plume plus a few strands of flash for a tail one to two shank lengths long. This is the swimming action, so keep it webby.
Advance to mid-shank and palmer schlappen or brushed dubbing forward over the rear hook, packing it full. Whip finish and cut off the rear.
Slide a series of beads onto your articulation wire, thread the wire through the rear hook eye and fold it back, then lash the wire and beads down onto the FRONT hook shank so the rear rides close behind. No gap to foul.
Restart thread on the front hook. Tie in another marabou/flash collar to bridge the joint, then palmer schlappen forward, sweeping fibers back with each turn.
Build a full brushed-dubbing body forward, leaving room behind the eye for the head. Brush it out so it pushes water.
Spin and stack deer hair (or wool) to form a dense head, packing each bunch tight.
Trim the head to a flat-bottomed, wide wedge. Flat below so it planes and dives on the strip.
Glue a 3D eye to each side of the head, whip finish and cement.
