Start the Veevus Grey thread a couple of eye-lengths behind the eye. Tie in a thin strand of Smoke Macrame Yarn (nine or ten fibres) and bind it back to the bend, keeping it on top of the shank. Leave it long: it reads as either a tail or a shuck.
Twist a small pinch of Brown Olive Hare's Mask Dubbing tightly onto the thread. Start at the base of the tail and dub a skinny abdomen forward with just a slight taper, stopping where the thread started. Leave it shaggy.
Bring the thread back to the 60% point. Tie in a small clump of Smoke Macrame Yarn on top, overlapping the front edge of the abdomen. This clump is both the hackle-stacker post and, later, the wing, so keep it modest. Take a couple of parachute wraps around its base to group the fibres.
Select an oversized Grizzly Saddle, one and a half to two hook gaps in fibre length. Strip the butt and bind the stem to the shank at the base of the post with the outside of the feather facing up, so the fibres will slope back.
Clip the post in hackle pliers and hold it taut. Wrap the hackle up the post until, folded forward, it would reach just short of the eye, then wrap back down through it. Hackle it fairly heavily. Sweep everything back, tie the feather off to the shank (not the post) and snip the excess; a few trapped fibres are fine.
Hold the hackle back, twist on a little more Brown Olive Hare's Mask Dubbing and dub a rounder thorax up to the base of the post and forward of it. Stop with about an eye-length of bare shank behind the eye as an index point, and end on bare thread.
Hold the post tight, part the hackle and slide it all to the rear, then fold the post forward and catch its base at the front of the index point. Draw it down tight so the hackle spreads across the top of the thorax only, and anchor it with a few turns. Trim out any hackle fibres sticking forward.
Take the thread a couple of turns back to the rear of the index point, fold the yarn back over itself and bind it down as a loop. Bring the thread to the front of the index point, fold the remaining stub back again and catch it. Three staggered layers make the wing.
Whip finish the small head. Open the yarn loop with the scissor tips and trim the wing just longer than the hackle, tidying the underside.
Put a drop of vinyl cement (Flex Seal) on either side of the wing base and let it bleed in, then pinch the wing into a single plane like a sail.
