Start black 70 denier thread on the size 12 1X-long wet fly hook and take it back about halfway down the shank.
Snip a short length of Burlap (or jute twine) and untwist it. You want a single fuzzy strand, not the full string.
Catch the strand in a couple of eye-lengths behind the eye, deliberately leaving room for the hackle in front, then bind it back to where the body will start.
Spin the strand clockwise to cord it, then wrap it forward in touching turns, giving it another spin every couple of wraps to keep it tight, up to the waiting thread.
Lock it down with two or three good tight wraps and snip it with your old scissors, or with the very tips; burlap is coarse and thick.
Choose a small soft hackle feather (a hen saddle) with plenty of web. Catch it in by the tip so you can grip the thicker stem with pliers later, fold it back over itself, add a couple more wraps to secure it, and snip the tip stub.
Grip the thicker part of the stem with spring-loaded hackle pliers and take three or four turns for a big, bushy collar. Tie off and snip the excess.
Lick your fingers, sweep the hackle back, build a small head, and whip finish. Head cement is optional; two three-turn whip finishes are plenty.
