Give the hook a base coat of thread. Match a tan and a white marabou plume with tips even, gather into a bundle about 2.5 shank-lengths long, and tie in on top with the tan (darker) on top and white on the bottom; trim and cover the butts.
Cut a roughly 1" piece of 16-20 lb mono, fold it in half, slip it under the marabou at the tie-in point, and lash it on as an anti-foul guard; saturate the base with a small amount of Zap-A-Gap.
Take a matchstick-thick bundle of tan fox tail, pull out the short fibers and the extra-long guard hairs, fan it out, and fold it around the shank with two loose wraps then tighten into a spun collar; fold the butts back, tie in front, and trim the butts slightly flat.
Select two bleached-grizzly rooster neck hackles; tie one on each side with tips aligned to the marabou, using loose wraps first then tightening so they lie flat along the sides.
Lay 3-4 strands of UV tan flash across the thread, fold over the top of the fly, and trim about even with the fly.
Tie mono dumbbell eyes on top with figure-eight wraps, perpendicular to the shank, and hit the wraps with Zap-A-Gap.
Add a final spun collar of tan fox tail (short hairs removed) up near the eye, folding it around the shank with two loose wraps then tightening for even 360-degree coverage; fill any gaps with small pinches.
Gather and trim the butts close, whip finish, and clear the eye.
