Start black thread mid-shank, take it to the bend, and tie in the silver wire rib there.
Take a tuft each of red and orange bucktail together, measure the tail length you want and tie the bunch in at the bend with two or three tight wraps, leaving the butts long.
Lift the long butts, take the thread forward (stopping well short of the eye, because the head is large) then wrap the red and orange bucktail forward around the shank as a variegated body, keeping it flat and smooth; tie it off with three or four tight wraps and trim.
Counter-wrap the silver wire forward over the wrapped bucktail body in open turns, tie it off with several tight wraps, then helicopter the wire off and bury any sharp nub.
Tie in a tuft of black bucktail on top as the underwing, hand-stacking it by pulling out the long fibres rather than using a stacker.
Lay a medium tuft of white bucktail, slightly more of it than the black, on top, the same length or a touch longer. Start with a pinch wrap, then loose-to-medium wraps going back if it flares, followed by tight wraps to lock it in. Keep the black sparse or it will overpower the white.
Build a large thread head, whip finish, then put a small drop of UV resin on each side of the head and set a holographic eye into it with tweezers.
Once the eyes are positioned, cover the whole head with a generous dollop of UV resin and cure it for a good 15 seconds for a hard, high-gloss finish.
