Start red thread anywhere on the shank of a #6 3X-long streamer hook. Catch the silver Mylar tinsel in up front with the silver side facing the hook, then bind it down the whole way back to the bend so there are no lumps at the rear. Return the thread to the front and park the tinsel out of the way.
Catch the red floss in up front and bind it back to the bend the same way, then park the thread a couple of eye-lengths behind the eye.
Wrap the red floss forward in a single flat layer for a thin body. A little lumpiness is fine since the rib will cover most of it. Stop at the parked thread, secure with a couple of wraps and snip.
Advance the silver Mylar tinsel forward in evenly spaced open turns, silver side out, for the candy-cane look. Catch it off up front with a couple of wraps, fold the tag back over itself, take a couple more wraps to lock it, then snip.
Spin the thread tight so it does not spread the fibres, then bind a clump of Scales 'n Tales in on top as the wing with a couple of tight wraps followed by securing wraps. Snip the butts close up front, leaving room for a head.
Trim the wing tips to length. This synthetic keeps its movement when cut, so a clean trim is fine.
Take a small tuft of green schlappen from near the base of the feather, flip it over, and bind it in underneath as a throat for just a hint of green. Snip the stray butts up front.
Take the thread right up behind the eye and ramp it back over the butts to build a big, prominent streamer head. Remember the whip finish will add a few wraps.
