Lay a Black thread base over about the first third of the shank; the wing goes on before the tail.
Take a medium clump of White calf tail, pull out the longest and shortest fibers by hand (it will not stack well), and measure it just slightly longer than the hackle will be. Tie it in at the one-third point with several securing wraps, leaving room for three or four turns of hackle in front.
Lift the butts to about 30 degrees, cut them off with the scissors parallel to the shank, and bind them back with loose wraps to build a tapered step-down.
Post the wing up with wraps in front of it until it stands up, not quite 90 degrees but leaning a little forward.
Take the thread to the start of the bend and tie in gold mylar tinsel, gold side toward the hook. Wrap it three or four widths back and then over itself to the front, tie it off with two wraps and pull tight to flatten the lump.
Grab eight or ten Golden pheasant tippets by the tips, cut them from the feather so the tips stay aligned, and tie them in over the tag so both black bars show. Take a few wraps to smooth the lump between tail and post.
Catch in the Black ostrich herl by its thin end so the fibers get slightly longer as you go up, then wrap it forward one turn in front of the other, stopping a little behind the post. Lock it with two wraps and snip the excess.
Size a Brown hackle by wrapping it around the hook by hand until the barbs are close to one and a half times the hook gap. Strip a little stem, catch it in right behind the wing with a couple of wraps, trim the stem and smooth it with a few wraps forward.
Wrap two or three turns of hackle behind the post and three or four in front, then catch it off with three wraps and snip the excess and any fibers pointing forward.
Temporarily pull the hackle back to make a flat spot, whip finish with three or four turns without letting the head get bulky, and add a drop of head cement.
