Start the black thread and lay a base back almost to the bend, about the barb.
Tie in four or five barred wood duck fibres on top as a short tail with both black bars showing. Leave the butts bound down and run a bead of head cement along the underbody to help the tinsel hold.
Tie in the silver tinsel, medium gold side up so the silver shows when it flips on the wrap, and bind it back to the start of the tail. Finish the base and park the thread at the front with a couple of half hitches.
Wrap the tinsel forward by hand in slightly overlapping turns under good tension, stopping one or two eye-lengths behind the eye. Lock it with a wrap behind, one in front and one behind again.
Build the wing from four red and yellow saddle hackle feathers: two red on the inside, two yellow outside, tips aligned, measured to reach a little past the tail. Picking matching feathers is the hard part of this fly.
Hold the assembled wing tight in your material hand and strip a good length of fibres from the butts; tying them in unstripped makes a mess at the head. Back the thread up to leave room for the collar and tie the wing in.
If the feathers lie low or splay, take a wrap underneath the wing to prop it up, then trim the butts.
Set a jungle cock eye flat on each side as a cheek, angled up along the wing with both yellow and white nails showing; on this pattern the eyes go on before the hackle. Check lengths on both sides and trim the butts.
Tie in the kingfisher blue saddle hackle by the tip with two or three wraps, fold the tag back on itself to lock it, then trim.
Wind five or six turns of the blue hackle as a collar, preening the fibres back as you go, and bind it off. Pull out or snip any fibres pointing forward.
Build a medium streamer head, whip finish with four or five turns, and coat with quick-dry UV resin or head cement, curing about 10 seconds.
