Tie in three or four chartreuse hackles along each side at the bend, curved faces inward so the fly tracks true, binding the stems along the shank so the feathers stay aligned.
Lay two strands of lateral scale straight along each side of the hackle tail and tie them in so they track inside the feathers.
Tie a clump of fluorescent yellow bucktail on top just ahead of the tail for bulk, then hot pink bucktail underneath, slightly shorter (use the shorter hair from the base of the patch).
Tie a slightly longer clump of white bucktail on the bottom. The pink should still show through.
Tie a good chunk of baitfish crystal flash over the top; flashy but not so much it swallows the colors.
Tie in hot pink craft fur at the bottom with lots of turns, letting its natural taper flow back, then a thinned chartreuse clump over the top so the colors meet along the middle; stop about a half-inch behind the eye.
Bulkhead (reverse) tie the head: tie a white craft fur clump under the shank tips-forward, add a second if needed, then a chartreuse clump on top tips-forward, spreading the fur around the shank and taking strong turns over the butts.
Push the reversed fur back hard with a hair packer, preen it rearward, and whip finish in front so the bulkhead flares into a water-pushing head.
Glue a 7/16" eye to each side with a generous dollop of Marine Goop (a bead of goop squeezing out around the eye rim means it's seated); a little UV resin will set the head shape if the bulkhead won't stay put.
