Start the thread at the eye and wrap a base back to just short of the bend.
Tie in a marabou tail about one-and-a-half shank-lengths long, then top it with several strands of ostrich herl for a soft, breathing baitfish tail.
Tie in the 3 in EP foxy brush and palmer it forward toward the eye, sweeping the fibers back after each turn to build a full baitfish body; leave room at the eye.
Optionally add a marabou collar and ostrich topping for extra movement, then tie off the brush.
Whip finish at the eye and trim the thread.
Brush and razor-trim the foxy body to a rounded minnow profile, tapering to the tail.
Glue a 1/4 in Jurassic eye to each side and coat the head with Loon UV, curing thin first then a thicker finish coat.
