How to tie it
Put a Daiichi 2161 in the vise and run thread from the hook-return back to the point.
Wrap the whole hook with medium (Danville #12) oval tinsel in barely-touching turns to add body; at the bend take three touching turns of flat silver tinsel and return forward, forming a tag from the barb to the hook point, then trim.
Tie in a golden-pheasant-tippet tail dyed purple at the hook point, rolled on top of the shank and extending to the bend; bind the butts smooth.
For the butt, tie in fluorescent hot-pink floss leaving a long tag pointing back over the top; wrap the floss back and forward to build a smooth butt, then pull the reserved tag forward over the top and tie it down (this keeps the floss from stripping back when a fish bites).
Tie in a fine oval-tinsel/wire rib along the bottom and run the thread to the front.
Build a body of UV-purple Ice Dub in a waxed dubbing loop, spun and wound forward to the hook-return, and tie off.
Counter-wrap the rib forward through the body in even turns and tie off; trim.
Tie in and wind a fluorescent-pink schlappen hackle as a collar, then add the wing, whip finish and cement (the clip ends as the wing is started).
