Start the red UTC Ultra thread behind the eye, run it down into the bend and back to the start of the bend, then turn the hook upside down.
Pull a fair amount of Starburst tail dubbing, fold it in half, and tie it in at its centre at the back of the hook. Sweep the forward-facing strands rearward, bind them on the other side, then pull the fibers out and cut to length.
Take a single strand of red Flashabou, tie it in at its centre on one side of the hook, fold the forward strand back and tie it on the other side. Turn the hook right side up.
Snip a thick bunch of white Bucktail from the long tip end, pinch it and pull out the short fibers, and measure it 1.5-2 shank lengths. Push the bunch down around the shank so it surrounds the hook, make a few tight wraps slightly into the bend, then touching wraps forward to just behind the eye for a thick, buoyant base. Cut the butts flush, smooth the transition with thread, and bring the thread back to just shy of the tail.
Tie in two strands of pearl flash at their centre on one side, extending just past the bucktail; fold the forward strands back and bind them on the other side.
Fold one strand of rubber leg in half and cut it into two pieces. Tie one in at its centre on each side of the hook, one slightly ahead of the other, so each makes two legs angling rearward.
Make a dubbing brush (or a compound dubbing loop) from 1-inch pieces of Congo Hair, Super Hair and pearl Starburst dubbing and spin it up. Tighten it in near the start of the tail. Test how far back the foam head will sit on the shank and mark that spot with thread; the body stops there.
Wrap the brush forward with touching wraps: first wrap behind the rubber legs to push them out, second wrap in front, then straighten the legs. Stroke the fibers back on each wrap and pick the body out with a bodkin every couple of turns. Add a drop of super glue under the last wrap so the body cannot rotate, capture the brush, cut it flush with wire cutters, sweep the fiber back and take a few wraps on top. Pick out and tidy the head section.
Invert the hook and tie in a bunch of red Congo Hair in a V on the bottom right in front of the brush as the gill; cut the excess. Build up the head a little so the foam has something to grip, then whip finish.
Cut a half-inch length from the 1/2-inch white Foam Cylinder. Cut a V into one end, rotate it and cut a V at an angle on the other side, round off any odd corners, and poke a hole straight through the centre with a bodkin. Test-fit it on the fly, pull it off, coat the head liberally with gel Loctite, and push the foam on in one quick motion.
Trim the body: stroke the fibers up and cut straight back so the body is about as wide as the popper head, then do the same on the bottom and sides, stroking back and forth to find any long spots.
Cut a 6mm recess on each side of the foam with a foam cutter or drill bit, not too deep, and clean the notch with scissors. Drop gel super glue in and seat each Fish Skull Living Eye. Cover each eye with Solarez flex UV resin, spread it into the cavity with a bodkin, and cure with the UV light.
