Start the Black thread on the front third of the streamer hook and snip the tag.
Catch in the Silver Mylar up front with the silver side toward the hook so the silver shows when it flips to wrap — tying in at the front avoids a lump mid-body. Bind it back to the rear with big open wraps and leave the thread a couple of eye-lengths behind the eye.
Wrap the Mylar forward one turn in front of the other to the thread; tie off, fold the tag back over itself for two more securing wraps, then snip.
Take about a third of a Black marabou plume and tie it in at the head so the tips reach a little past the bend; two or three wraps to seat it, a few more to lock it, then trim the butts.
Even the butt ends of four or five Peacock herl strands and tie them in on top as a topping, the same length as the wing; snip the excess.
Slide a bodkin under the herl with your thumb on top and draw it rearward under light tension to set a curve over the wing.
If you have jungle cock, add a small nail to each side of the head, lock with a few extra wraps and snip the stems.
Build the head, whip finish, add a drop of UV resin, smooth it round with the bottle stopper and cure under the UV light.
