How to tie it
Lay a solid thread base around the curve of the hook to keep materials from slipping.
Tie in a strand of brown Z-lon down the bend for a trailing shuck about one body-length long (roughly the length of the hook), keeping it on top of the curve; trim the excess.
Dub the abdomen with bright yellow dry-fly dubbing up the curve, pinching and rolling the dubbing counterclockwise so it's tight.
At the wing position, build a small, very tight BB-sized ball of the same dubbing to support the wing.
Take two CDC feathers curving away from each other, strip the lower fluff, stroke the tips together and even them, and mount the bunch on top just ahead of the dubbing ball with a pinch-loop wrap; the wing is set fairly short.
Take three wraps forward and three back over the wing butts, then split the CDC into two 'pontoon' outrigger wings: pull one half out to each side and lock each down with tight wraps behind and over so they angle out left and right.
Dub a tight noodle of brown-olive superfine, pull the wings and remaining leg fibers up and back, and wrap the thorax dubbing in front of and behind the wing base, covering the yellow ball.
Whip finish behind the eye and cut the thread, no head cement, so the CDC stays untreated.
Pull the remaining fiber butts back as legs, trim them even with the hook point, and trim away any fibers hanging below the fly.
